Background
In 1900, roofers in San Francisco organized themselves without any parent affiliation as the Felt & Composition Roofers, Local
1. After the 1906 earthquake, they joined with the International Brotherhood of Composition Roofers, Damp and Waterproof Workers
and in 1908 were chartered as Local 25. In 1919, at the International Convention in Pittsburgh, the International Slate and
Tile Roofers Union of America and the International Brotherhood of Composition Roofers, Damp and Waterproof Workers merged
to form the United Slate, Tile and Composition Roofers, Damp and Waterproof Workers Association. At this point, Local 25 merged
with another Local and was renumbered Local 40. Local 40 covers San Francisco and San Mateo counties.
